Best Neighborhoods in Tampa

As Real Estate Agents we get bombarded with information from companies who are trying to promote the latest and greatest tools for our buyers and sellers.  I received an email today, from a newsletter that I subscribe to, that I thought was interesting to say the least!

A company called “Homethinking” has recently launched a new site that researches Neighborhoods all over the U.S.  The website allows you to search a neighborhood by identifying which are most similar to where you currently live and compare how they are similar. You would think this would be a great tool for people who are relocating to the Tampa Bay area.  My search was based on moving from NEW YORK CITY TO TAMPA, F.L.

If you live here, and have been to New York City, you’ll quickly know that these comparisons are not even close to being on the mark.  I have to wonder, sadly, if Homethinking will ever get used.

South Tampa Canal Dredging Update-Tampa Tribune -The original plan was to asses the residence a minimum of 8K, now the City of Tampa will move ahead with the project without taxing homeowners, with the help of federal funds.

Now waterfront communities in Beach Park, Sunset Park and Davis Islands will benefit,  making canals navigable in these desirable communities.

TAMPA – A thick bed of foul-smelling muck blankets the bottom of a dozen canalsalong Old Tampa Bay, caused by decades of stormwater runoff and over development.

City officialsand residents have wrangled for years over whose responsibility it is to clean up the canals, many of them carved into the coastline by developers in the early 1960s after the West Shore area was annexed into the city from Hillsborough County.

At one point, Tampa planned to tax residents who live along the canals at least $8,000 per household to pay for a dredging project – a proposal that drew fierce opposition from West Shore property owners who argued that the city should foot the bill for the work.

Since then, though, city officials have scrapped those plans and decided to move ahead with the project without taxing homeowners, with the help of federal funds.

The city plans to submit the required paperwork and applicationsfor dredging permits to Hillsborough County’s Environmental Protection Commissionbefore the holiday break and is expected to put the project out to bid sometime next year, said Chuck Walter, director of the stormwater department, who will oversee the dredging project.

The new plan calls for dredging a 20-feet-wide by 3- to 5-feet-deep channel on a dozen canals in the West Shore area and a small portion of one canal on Davis Islands.

Funding for the dredging will come from a $1.3-million federal grant and $1 million in matching funds from the city. City officials have already spent about $600,000 of that money on engineering studies needed to apply for permits from county regulators.

Walter said cost estimates for the project, previously estimated at more than $6 million, have been lowered and that the city has enough money to get the job done.

One reason for the lower cost is that city officials weren’t aware until recently that some of the canals are not in as bad of shape as preliminary surveys suggested.

Another is that the original project called for cleaning out more canals, including two on Davis Islands, and dredging them all down to a deeper level for navigational purposes.

“We’re trying to get this done the cheapest and most surgical way possible,” Walter said.

Residential development and stormwater runoff have contributed to the deterioration of the canals, many of which have never been cleaned out. Walter said removing the muck from the bottom will improve water quality in the canals by increasing the tidal flow.

The dredging will also benefit homeowners who live on the canals and benefit the city by increasing property values in one of Tampa’s most affluent neighborhoods, he said.

Marlin Anderson, president of the Sunset Park Homeowners Association, welcomed the news. He said homeowners have been waiting years for the project to get under way.

“If they can go ahead and dredge these canals, it would be great,” he said.

Councilman John Dingfelder, whose district encompasses the West Shore area, said he had a “mixed reaction,” considering how long the project has taken to get going.

“It’s long overdue,” he said. “But it’s unfortunate that we didn’t figure this out earlier. We spent a lot of time talking to people about the assessments. It was very divisive issue.”

Some homeowners got tired of waiting for the dredging project to get under way.

This year, a group of Beach Park Isles residents chipped in $45,000 to dredge a canal in their neighborhood. The project removed 12,000 cubic feet of muck and silt.

That canal has been taken off the list for the city’s project.
City officials still need to talk with about a dozen homeowners who have docks that need to be temporarily moved, so contractors can dredge a clear path down the canals.

Homeowners would have to pay for the cost of removing the docks, Walter said.

Sam Mirabella Jr. lives along one of the canalsand opposed the special tax assessment. He was one of many homeowners who argued that the city should pay for the work because stormwater runoff has contributed to silt clogging the canals.

Now that the city is paying for the project itself, he doesn’t have a dog in the fight.

“If they want to do that, that’s fine,” he said. “As long as they don’t tax us to pay for it.”

One problem we are experiencing in the Tampa Real Estate Market is a very large quantity of short sales and foreclosures. This leads to not only abandoned homes, but an even larger problem with HOA fees not being paid by the homeowners.Tampa Real Estate

A good buyer’s agent can tell you which neighborhoods are in trouble. Imagine buying a home and then being assesed a huge amount to make up for the back HOA fees! Call the Home Owners Association president and get the current financials.  Finding out this information should be a contingency of the contract in today’s real estate market.

South Tampa is considered one of the BEST areas to live.  It’s a hip and trendy neighborhood offering shopping and dinning galore.  Seybold Lofts, Located in the Hyde Park Historic District of South Tampa, is a unique loft stlye building, original in character of the 1920’s style brick buildings.  In fact, the building was originally the Merita bread factory until it was purchased a few years ago.

TAMPA — Buying a condominium in today’s market is tough, especially with banks keeping credit for multifamily in virtual quarantine. But one developer of five communities thinks it has the answer: seller financing.

High Point Development of Tampa has offered seller financing quietly as a last resort to buyers since the condo market started to tighten two years ago. Now in an effort to sell out its properties before year-end, the developer is aggressive with the finance option.

The developer says that in most cases you can get 97 percent financing and a 30-year amortized mortgage at just under 5 percent interest.  This is .5% less a buyer has to come up with for a downpayment versus FHA financing.

High Point is offering the program using a mix of available capital and some leeway with the developer’s original lender, Hudson said.

Getting that mixture in place isn’t easy for many condo developers still trying to move inventory, and it likely won’t be easy for others to follow suit, said Byron Moger, director of apartment brokerage services for Cushman & Wakefield of Florida.

Selling prices for the High Point communities are about 60 percent of what they were originally intended, Hudson said, but deals are getting done.

At Seybold Lofts, where its 33 units are listing between $209,000 and $499,000, half are sold.

At Legacy Park, where listings are slightly lower, 15 units remain of 97 originally offered. Only six units remain from the other three properties.

If you decide to get in on their great deals on townhomes they are maintenance free.  My time is valuable so I want the convenice of having everything taken care of.  Who wants to spend hours doing yard work on your time off?

Their maintenance fees appear to be on the high-end, however if you look at what you are “not” paying for it really works out to be the same, or slightly higher.  To me it’s worth not to have to worry if something happens to my roof.

Insurance, including flood insurance, is a large portion of the fees.  Since it is a waterfront community, you will need flood insurance whether you buy a single family home or condo or townhome.

Owner’s of Million Dollar Homes on the Water in South Tampa finally get the approval on Canal Dredging by the City Of Tampa.  If you are looking to purchase a home on one of the canals that is scheduled for dredging; this is very important information to know. 

As a Realtor working with buyers, I would advise you to visit a property at low tide, as there could be a difference of 3′ in water levels between high and low tides.  This may also be the best time to buy on the water, as property values will increase significantly once the waterways become navigable.canal20muck 

How did the City determine affected homes?

A recent survey identified approximately 600 properties that do not meet the stated Level of Service(LOS) of 3 feet of water at mean low tide in the center of the canal.  These “possibly affected” properties will be confirmed by a final professional survey.  Properties below LOS will be included in the plan.

My canal has much less sediment than others, why do I have to pay the same amount?

Tampa canals vary greatly in size, shape and amount of sediment.    Having unique costs associated with precise sediment removal would require the City to establish a Special Assessment Area on a per property or per canal basis, which is not feasible.  

Why was the LOS chosen to be three feet at mean low water?

This is a common engineering practice and will provide reasonable depth for navigation and tidal flow.

What’s the benefit?

  • Environmental benefits from improved water circulation, creating and restoring marine habitat, and improvement to the Tampa Bay estuary system
  • Residents benefit from usable canals and a maintenance program that secures the future condition of our waterways
  • City of Tampa benefits by solving a problem that has plagued the City for decades and will improve the quality of life in the area

What are the environmental enhancements?

This dredging will enable the canals to again be habitats for marine life and vegetation.  Submerged invertebrates and emergent vegetation will be used to create healthier, cleaner water.  Environmental details will be finalized as a part of the engineering study, and shared with all affected property owners

 The schedule from this point may extend based on permits, as well as, other external management issues.

December 2010 is the estimated date for the Canal Dredging Construction to be Complete

 A large independent provider of residential real estate appraisals says some Florida neighborhoods are increasing in value, despite statewide averages indicating a drop in home sales prices of 15 to 20 percent.

The South Tampa market, for instance, has seen luxury waterfront and inland properties in Beach Park, Palma Ceia and Hyde Park rise between 5 percent and 8 percent in the past year, a release from Forsythe AppraisalsLLC, based in St. Paul, Minn. said. Forsythe has branch offices in Tampa, Miami, Orlando, Jacksonville and West Palm Beach.

Stats from the MLS show since May 2008 thru January 2009 there have been four Beach Park Homes Sold. *These are only Waterfront, Water view or homes with Water Access.   

  • The lowest sales price was $1,020,00 with the highest being $1,308,00. 

  • Currently there are four homes for sale ranging from 675,00 up to 2,394,000.

The Tampa Tribune reported today that another high rise building will be built if approved by city council.

I’ve been saying that the rental market is strong in Tampa; and that is turning out to be the case.  The Element Condos have already decided to turn into rentals. Downtown Tampa has become a place where the hip, urban culture is starting to emerge. Right now the Skypoint Condo Tower is the only high rise luxury building that still have units for sale.  They are also running a very aggressive sales promotion on the last available condos for sale.

Developers Plan 26-Story Apartment Building In Tampa

TAMPA – Two developers are proposing a 26-story apartment building at Tampa and Tyler streets downtown.

The project would have 404 apartments, 16,000 square feet of shops and a parking garage.

The developers, Intown Group and Crosland, will ask the Tampa City Council to rezone the property at a hearing at 6 p.m. Jan. 29. The developers want approval for the building’s height and design, which they say will be an art deco style comparable to New York City’s Chrysler Building and Empire State Building.

“We know there will be a long-term demand for rental in downtown,” said Gregory Minder, Intown Group president.

Intown also is a developer of the Skypoint condominium tower, 777 N. Ashley Drive, and Element, 808 N. Franklin St., which has been converted to apartments and will open in January.

The proposed apartment tower on Tampa Street will be adjacent to the newly rehabilitated Herman Massey Park, 1002 N. Franklin St.

Minder said the developers are awaiting council approval to close on the three lots and get financing. The property includes a parking lot and vacant land.

In August 2008, a U.S. bankruptcy judge approved a relief package for WCI Communities that’s designed to assure homebuyers would not be impacted for future purchasers at the Westshore Yacht Club here in Tampa Bay.

This year there have been approximately 35 units sold by the developer due to their very aggressive pricing and incentives.  These Townhomes were once selling for 450-650K two years ago. The same units are now listed for 325K and up.
